The Driving Urban Transitions (DUT) partnership builds on the achievements of the Urban Europe Joint Programming Initiative (JPI) created in 2010 to address global urban challenges.urban challenges, with the ambition of developing a European hub for research and innovation (R&I) on urban issues and creating European solutions through coordinated research. https://jpi-urbaneurope.eu/driving-urban-transitions-to-a-sustainable-future-dut/ & https://www.horizon-europe.gouv.fr/le-partenariat-driving-urban-transitions-sustainable-future-31111).

The challenges are grouped into three themes called "Transition Pathways": positive energy neighborhoods, the 15-minute city and circular urban economies.

Projects selected under this call will be funded directly by the national/regional funding agencies of the following countries: Austria, Belgium, Bulgaria, Cyprus, Czech Republic, Denmark, Estonia, Finland, France, Germany, Greece, Hungary, Iceland, Italy, Latvia, Lithuania, Netherlands, Norway, Poland, Portugal, Romania, Slovenia, Spain, Sweden, Switzerland, Turkey and United Kingdom.
Each proposal must involve a minimum of three partners from three countries on this list, and be eligible for funding from their respective national/regional funding agencies. The added value of the transnational collaboration must be clearly indicated.

The research carried out must have tangible results on decision-making (including public and private spheres as well as communities) and innovations (technological, organizational and institutional as well as social) impacts on the transformation of existing models.

Each national/regional funding agency will provide funds directly to its eligible beneficiaries, in accordance with agency rules and regulations.
For France, funding per call(1 call/year) is 3 million euros from ANR and 1 million euros from ADEME.
Funding is not channeled through Europe, and follows the usual national rules. Stakeholders can be associated with the project as full partners (particularly for R&I proposals), or as associated cooperation partners who do not receive funding directly but can contribute to the project in various forms (steering committee, advisor, data provider...).

2023 timetable

A two-phase filing process is expected:
➢ the call for pre-proposals will open on September 1, 2023 and close on November 21, 2023.
➢ for applicants selected following the pre-proposal, these will be invited to enter the second phase of the procedure, with the second stage closing on April 30, 2024.
